It’s a penalty. But personally I think all bunkers in amateur golf should be rake and place because a-holes don’t rake them properly. Nothing worse than going well in a comp and ending up in some idiots massive foot-print in a bunker

IMO - You can only “cheat” during competition. If there’s nothing at stake, do whatever, as long as it doesn’t needlessly slow everyone down.

In a college golf tournament, I hit into a 50 yard bunker. My shot went 40 yards and landed in the same bunker. I raked it and went to hit my next shot. I was assessed a penalty for testing the surface. It was 40 yards closer to the flag. Fuck that guy that pointed it out.

We made a rule in our league allowing you to rake as too many bunkers are like this

Fuck no. I'd take it out to the grass if I was playing casual. If for money, we would agree to take the bunker and then place it. A bunker is meant to be sand. Otherwise is borderline standing water or under repair

The only cheating going on here is the course charging an arm and a leg to play and have the bunkers filled with soil pretending to be sand. They should at least have a pickaxe with the rake to grind out that compacted soil.
