Assalamu alaikum, It appears this doctor is already afforded sufficient time to pray, which is great. As for the length of the prayer, we know that the Prophet (ﷺ) would shorten the prayer when leading people to avoid burdening them (there are many causes of burden). He wanted nothing to come between the people and their prayer, and so a short but complete prayer is valid and even recommended in certain situations. So, when required, it is permissible to recite shorter surahs as an ease for the people. There are many narrations on this matter, and further discussion can be read here: Allah knows best.

Salah is more important than sleep but The prophet (ﷺ) said, "If anyone of you leads the people in the prayer, he should shorten it for amongst them are the weak, the sick and the old; and if anyone among your prays alone then he may prolong (the prayer) as much as he wishes "

Situational awareness is important as an Imam, if its at a workplace and people are praying on their break, shortening the recitation after Fatihah isn't an issue. This doesn't only pertain to the west, doctors all around the world are on a time crunch in hospitals

Well said my bro, although I think it’s nice to keep in handy that hospital or work jummah congregations are better to keep the khutbah shorter which is even a sunnah itself.

one should not dictate how long the prayer should be. The imam should assess the situation and make their own judgement, if you are short on time don't come to the prayer room to blame the imam. Pray on your own if you have to, but its better for you to pray in congregation.
