I don't know where this is filmed but in CA, if a private landowner wants to be able preserve his right to to trespass uninvited strangers, the property must be signed. I have no idea though if that holds for public entities like the Sheriff's office. It seems that someone in the Sheriff's Department should know if that is correct or not before trying to enforce it.
