Looks like total CGI to me. Whenever you encounter footage like this, you have to ask yourself, why is there this tiny short clip, and nothing else? It would be really easy to record a lot of footage if you had the telescope. Why share only a tiny piece?

If you could see that level of detail with a “$10,000” there would have been no need to go to the moon. Assuming this is legit, then the imagery was taken from a spacecraft in orbit above the moon. Take it from a guy with a $10,000 telescope.
