These are my thoughts and I'm a layperson learning too so please ask your pastor about all this. In Nehemiah 8 when Ezra reads the Law to the people they responded with weeping, and repentance. In the books of 1&2 Kings and I&2 Chronicles, we see the times when kings would read the scriptures and call the nation to repentance, reinstate the worship of God as He instructed, purging the temple of the Lord and the land of idols. When we read about the believers in the upper room at Pentecost in Acts 2 "Jews living in Jerusalem, devout men from every nation under heaven" (v5) heard them speak in their own language of "the mighty deeds of God" (v11). Then Peter preached the gospel to all and this was their response. Acts 2:37-40 Now when they heard this, they were pierced to the heart, and said to Peter and the rest of the apostles, “Brethren, what shall we do?” Peter said to them, “Repent, and each of you be baptized in the name of Jesus Christ for the forgiveness of your sins; and you will receive the gift of the Holy Spirit. For the promise is for you and your children and for all who are far off, as many as the Lord our God will call to Himself.” And with many other words he solemnly testified and kept on exhorting them, saying, “Be saved from this perverse generation!” This is the work of the Holy Spirit. It's a personal and internal response to the call of God's word and the gospel, to respond with surrender and repentance to the conviction of the Holy Spirit upon hearing the word of God.
