In my country. When a Moslem dead, the family, relatives etc will make bath to Almarhum/Almarhumah. Its Should do by their own childrens. Not other or pay some departmnt. This way also, to teach every moslems, to know the knowledge in islam & to strenghten Silaturahhim among us.
