JFK was standing in the way of war with Cuba. His refusal to escalate during the bay of pigs infuriated the deep state war machine. Operation Northwoods demonstrated how far they were willing to go to start a war with Cuba. An independent minded President was unacceptable.

I like to believe he was talking about the deep state and the military industrial complex, for my own personal narrative, but its still technically a speech about the USSR. We could go into communism, bolsheviks, etc., but this has to remain a "personal truth" about the deep state rather than an objective truth about the deep state, because those who write our history books will demand incessantly that this speech was in reference to the USSR
