If it's gas, you either need a lot of it or you need to bush it very hard and fast.

It’s a flaw in experiment design. The rocket is moving, but it is too slight. The conservation of momentum is what does the work - the momentum of the escaping gas is equal and opposite to the syringe, so their mass-velocity product is equal and opposite.

Rockets are tested in a vacuum chamber and work just fine. If a rocket is launched in an atmosphere the thrust of the exhaust gases is reduced by the back pressure of the atmosphere on the exhaust gases. So an atmosphere makes the rocket less efficient, not more.
