A Pell Grant is a need-based federal financial aid program managed by the U.S. Department of Education to help eligible low-income undergraduate students pay for college costs, including tuition, fees, room and board, books, supplies, and other educational expenses. Unlike loans, Pell Grants do not have to be repaid, provided the student completes their degree as a full-time student and does not receive outside grants or scholarships that reduce their need for federal aid. The program is named after former U.S. Senator Claiborne Pell, who was the main sponsor of the legislation that created it. Pell Grants were originally known as Basic Educational Opportunity Grants and were established by the Higher Education Act of 1965. The program was renamed in 1980 in honor of Senator Pell. It serves as the foundation of a student's financial aid package, with other forms of aid added to meet financial need. The grant is awarded to undergraduate students who have not yet earned a bachelor's, graduate, or professional degree, or who are enrolled in certain post-baccalaureate programs, such as a teacher certification program. Eligibility is determined by the student's financial need, assessed through the Free Application for Federal Student Aid (FAFSA), which evaluates the Expected Family Contribution (EFC). The maximum award amount for the 2024–2025 academic year is $7,395. For the 2025–2026 academic year, the maximum award is expected to be $7,395, with the official amount to be announced on or after February 1, 2025. The Pell Grant program has a lifetime eligibility limit of 12 semesters or the equivalent, equivalent to approximately six years of full-time enrollment. Students who exceed this limit are no longer eligible for additional grants. The grant is pro-rated based on enrollment status; part-time students receive a reduced award. Students must reapply each year by submitting a new FAFSA to maintain eligibility. In July 2025, the enactment of the One Big Beautiful Bill Act (OBBBA) established a new Workforce Pell program, allowing students in short-term job training programs to receive Pell Grant funding for the first time. This expansion aims to provide financial aid to those in skills-focused, non-degree programs who were previously ineligible. Updates to FAFSA eligibility criteria associated with this bill will be implemented for the 2026–2027 application year, starting October 1, 2025. The Pell Grant has historically served as a cornerstone of financial aid for low-income students, helping approximately 7 million students annually, or about one-third of undergraduates, since its creation in 1972. Over the past 50 years, it has assisted 80 million low-income students in pursuing higher education. The program was temporarily restricted to incarcerated individuals in 1994 but was reinstated for eligible prisoners through the Consolidated Appropriations Act of 2021, allowing participation in the Second Chance Pell Pilot program.

I spent 15 years in a little job shop. Whenever the welder didn’t have production on his table, he’d go to the scrap barrels and pull out the thinnest sheet he could find and practice. I swear that man could weld tinfoil.

Depending on the use to which the pipe is being put it may need bombing (X Raying) and all the welders I've known are seriously irritated if the weld fails.
