In 1861, both Rome and Venice were still outside the new kingdom. Watch the borders change from a divided peninsula in 1859 to Rome becoming Italy’s capital in 1871. Sources: Derek Beales and Eugenio F. Biagini, The Risorgimento and the Unification of Italy, Maps 5–6, pp. xv–xvi; Italian State Archives; Presidency of the Italian Republic. Borders are generalized; the animation shows political changes, not daily military control. Work by me.

Technically it was a kingdom much before it is just that it was part of the Holy roman empire therefore every Kaiser had the title of king of Italy

That northern section of Italy and Venice and Croatia should still be part of Austria, as should Bavaria.
