In 1861, both Rome and Venice were still outside the new kingdom. Watch the borders change from a divided peninsula in 1859 to Rome becoming Italy’s capital in 1871. Technically it was a kingdom much before it is just that it was part of the Holy roman empire therefore every Kaiser had the title of king of Italy

That northern section of Italy and Venice and Croatia should still be part of Austria, as should Bavaria.
