If signed, it would do the following: - Establish a fund collected from offenders to community-based organizations supporting victims of sex trafficking. - Make it a crime to loiter with the intent to purchase sex. - Ensure that the crime of purchasing a minor for sex applies in any case where the victim is under 18 (this is especially significant given last year's forced amendment's placed on Grove's SB 1414 bill to -- in most cases -- exclude cases involving 16 and 17-year-olds. This bill would change that to include all minors. This bipartisan bill is a priority for Krell and Grove and is a subject both have been passionate about during their careers in public service. Prior to her election to the Assembly, Krell led the California Department of Justice’s anti-trafficking efforts and prosecuted major sex trafficking cases.
