British mayors are ceremonial, they hold the office for a year and most councils choose their mayors based on the longest serving councillors on the council, and they just rotate them like that every year. If a town or city has a minority population, obviously there will be wards that are represented by minority councillors, and these would also become mayors in time if they stay on the council long enough.

The native population is still over 82%; they are starting to unite, finally…
