To silence the black vote in Memphis which is roughly 63% of the city’s population, it divided the city then stretched out the lines up to 200 miles away from the city to pull enough white voters. NO OTHER BIG CITY does this. So now voters who don’t care about Memphis because they don’t even live there, get a say in who governs the city.
