this setup always confused me. I never can get it right using jumping medium punch. The only way I can time that setup right is by empty jumping instead.

The frame of the jump attack does not change no matter what button you press, try the button that is easiest to press. I change my jump attack depending on the bomb I'm using. For example, "M Bombs, use JMP". I don't recommend using an empty jump because it changes the frame.
