It’s plausible to think that he literally doesn’t understand what “percent” means. He could have seen an example where a dozen eggs came down from $8.98 to $8.00 (98¢ drop), and his brain interpreted that as a “98%” drop. Because the price dropped 98 “cents per” dozen.
