People still miss the point of this scene. Yes they're both objectively bad people, but it's Brian with the superiority complex. He's a pseudointellectual, entitled, shallow, pretentious tryhard. His lack of self-awareness is his own undoing and that is why Quagmire hates him.

However, he speaks quite confidently when stating that Shintani is not the lead for the Moro arc, but from what he knows, Yamamuro is the lead character designer. Now, this is just the conclusion he reached with the information he has so far, nothing is confirmed.
