Global debt is denominated in Dollars. An oil shortage + Dollar shortage forces nations to sell their U.S. treasuries before maturity, significantly below face value. This forced liquidation of US Treasuries will allow the Federal Reserve to print and take them out of circulation, thus reducing the total outstanding debt of the United States.
