Low priority is already on as far as I know, but the things that you mention does not "remove" them, just make them worse, and that has been done before and people still prefeer to dodge, so.

And you have to win 3-5+ to get out, and you're playing with the worst people you've never met before. Its one of the most excruciating punishments and it will force people to behave (mostly) Riot will always soft ball queue dodgers with time limits. They're too scared to lose player base.
