He politely requested an audit or legal opinion to clarify the issue so he could reassure donors: "Can we at least have audit take a look at this or perhaps get a legal opinion so I can go back and say, actually, we've checked with an attorney and it is legal?" Webb made it clear he wasn’t challenging anyone but simply seeking transparency. Instead of a constructive response, COO J.J. Wagner Davis and outgoing Rector Robert Hardie erupted at Webb. Davis sidestepped directly answering whether these funds were being redirected—only vaguely assuring, "We are not doing anything illegal." Hardie dismissed Webb’s concerns outright, insisting: “It’s understandable. It’s simple to understand. I don’t understand why it’s so complex for some people. It’s not that hard to understand.” Meanwhile, fellow Board member Doug Wetmore admitted the issue was confusing and concerning: “I don’t think it’s easy to understand at all, and I have serious concerns about it as well. I’ve invested a lot of time trying to grasp it, and I think it’s a confusing issue. I think it’s a serious issue. We need to take a hard look at it.” If this is how Hardie and Davis respond—defensive, dismissive, and frankly out of control—to a reasonable call for transparency, it only underscores why an independent legal investigation is urgently needed to protect donors and UVA’s reputation. Is this UVA’s next major scandal? Are restricted donor gifts being diverted to unrelated projects through endowment income?
