So at first I thought it was probably a plane but after watching this video and seeing the observed similarity to what you're seeing, I think it's probably a star that's scintillating due to it's orientation relative to the atmosphere:

I caught something very similar down in Austin Texas. It’s flashing weird colors as well. It’s a little hard to tell because of the light pollution from the city.
