Ace could have literally been saved if Garp joined Luffy.

Sengoku knew Garp sided with his grandsons but also knew his mission to change the marines. Too obvious of a traitorous decision would have gotten Garp in the other admirals’ line of fire, or have him fired. Sengoku also resigning after this shows these two had a good bond.

Letting Luffy pass him when in fact he could have stood with him shows how weak of character he is when it comes to his duty and his family. He made his choice and it contributed to killing his own grandson.

Why should he have saved Ace? Ace made his choice, Garp warned him countless times. Ace was facing the consequences of his actions. Garp abandoning his code as a marine would shake the faith of far too many people and end up leading to the deaths of several more Aces.
