Your state isn't required to use it, and they can amend it in any way that they see fit Donald Trump can’t order the post office not to mail you your ballot. USPS could withhold a ballot only from someone who's absent from a state-specific mail ballot list, not Trump's personal list or the DHS citizenship list. The reason why would DHS even build the list knowing that states can ignore it is because it function more as a receipt. If a state's voter rolls show voters the federal government can't verify, investigators can identify records that might warrant review.
