That sounds similar to troll culture. Someone will deliberately throw in an offensive or polarising comment just to get people riled up. But the point isn't just to have them respond to the original comment, but to start fighting each other in the comments section.

For somebody who would never make it their business to stand up for them, if needed. This type of culture tends to cannibalize itself, & the people for whom they're all doing it couldn't give a fuck as they count their billionaires whilst these poor folk are getting bullied.
