I've said this for years. Neverland was built to protect, not harm. Michael emulated Peter Pan because his inner child never got to grow up normally, essentially. Michael's spokesperson at the time, Raymone Bain, who was also present, said it was not unusual—2 to 4 times a month, hundreds of inner-city and underprivileged children and adults visited the ranch, riding attractions, eating snacks and drinks, watching movies, and playing in the two-story arcade, all free of charge by Michael, often even in his absence.
