No planes were allowed there because of the sellout agreement that Zuma signed with NATO to make Libya a No flight Zone. Thats what prevented AU from intervening and helping Gaddafi. Zuma helped NATO to gain full control of the Libyan air space which helped them to kill Gaddafi

Zuma collaborated with NATO and signed a deal to make Libya a No flight Zone. AU tried to intervene but due to the sellout agreement that Zuma signed with NATO no body was allowed to fly to Libya to help Gaddafi including that sellout called Zuma. Thats what led to Gaddafis death
