Cameron more than likely did not think this way in 1991. This is retro-active reevaluation based on his current thinking. Terminators were meant to blend in. People trusted cops, which is why he used them as a face of the T-1000.

Oh really, not because of the strategic fact that around that time nobody would bat an eye with a cop walking around at night asking questions of a kid that is in record for trouble with the law and nobody would bat an eye on that. I have a better theory. Cops have access to data and resources civilians do not. They also can gain entry into places easier than civilians. And there is the initial "trust factor" some people have when seeing police. Notice i said, *some*. Seems a more plausible scenario.
