Catastrophic flooding in Dagestan: entire buildings collapsing In Makhachkala, a residential high-rise first sank and then collapsed. People may still be trapped inside. Residents of nearby buildings are being urgently evacuated. A state of emergency has been declared across Dagestan. The flooding has hit several cities at once — Derbent, Makhachkala, and Khasavyurt. Streets are underwater, thousands are left without electricity and water. Some areas are now only accessible by boat, and cars have been submerged. The disaster has been ongoing since March 28. One of the key reasons for such devastating consequences is widespread corruption in Dagestan. Officials allegedly embezzled billions meant for building drainage systems.
