A prison crisis should not be the reason dangerous perpetrators are released early. That is a nightmare waiting to happen and will lead to increases in risk and horrendous crimes. Peoples safety and welfare should always come first. Not prioritising that is wrong and stinks of institutional abuse. Early release, alternative effective punishments and restrictions should only be considered for lesser misdemeanours with less risks attached to them. Also those for whom the law has been too harsh, like for speaking freely as a good example. The ultimate way to decrease the prison population is to ensure there are are serious consequences and firm boundaries for the most heinous and vile crimes. As with many things that is unfortunately a longer term goal that involves ongoing consistent hard work and more resources now to reduce them properly and well later. Prevention and reducing incidents is always the most worthy goal and always the hardest to get institutions and governments to commit to. Even though shorter term ‘plasters’ are not the things that ultimately make a real difference.
