I don't recall him ever 'promising.' He simply said he wouldn't and any rational and logical person knows he had no intention of pardoning him prior to Trump returning to office. Trump has made it crystal clear he intends to inact revenge on Biden and his family. Kash and others have explicitly said they would be going after Trumps opponents. While it's disappointing it came to this, I don't blame him one bit. Especially considering how Hunter has turned his life around.
