If it's going to take 10 or 20 years to do an amendment, then we ought to be underway yesterday on this, right? And here again, whether it's the civil rights community and the struggle for empowerment of black voters or frankly some of the objectives of the conservative movement that started in the 1970s with ideas that were considered crazy then.
