And they patiently built up their power until they could do it. But I think that patience has to be matched with a kind of impatience for what we can do right now

Could that be replicated over war powers? We're seeing early signs of that. Every president has rejected the idea that congress can substitute our judgment for theirs. This is an unconstitutional power grab. To my colleagues, you're doing a lot of damage. You're emboldening our enemies. Stop it.
