This is what they did: - They would recruit Somalian Americans taking them to fake doctor's appointments - Each one of these individuals would have to be taken on the non-emergency transportation vehicles - They would then need interpreters because the Somalian Americans couldn't speak English - So the Somalian Americans needed a Somalian interpreter billing interpreters over $100 an hour - They would sign these people up to go in the non-emergency transportation vehicles and go to doctor's appointments.
