Can police park on double reds on a highway if they're causing an obstruction . No, they cannot. If a police vehicle is parked on a busy highway in a way that actively blocks traffic and causes an obstruction, it crosses a legal line into unlawful behaviour.

The police don't know the law. We once caught a thief, we amassed lots of evidence and contacted the police. They didn't need to do anything but charge him. Instead they said if he admitted it, he'd probably get a caution. He admitted & they charged him. Case thrown out of court.

He's parked on a red route, which applies to the road and the adjacent footpath. There is no dispensation for emergency vehicles unless they are present because of an emergency incident, which gormless clearly isn't.

The guy who approached the officer is clearly an entitled asshole. Also, for info, they don't need to tell you it is recording, the obvious presence of the camera is generally considered enough.
