Context matters. Trump said it on September 11, 2001, hours after the attacks, during a live phone interview with WWOR-TV (UPN 9 News) in New York. When a host asked whether his building at 40 Wall Street had been damaged, Trump replied that it “actually was the second-tallest building in downtown Manhattan” before the World Trade Center was built, “and now it’s the tallest.” The interview lasted about 10 minutes. Doesn't sound as bad when you know the context
