Not an actual “economic war” declaration. After the US 50% tariffs took effect, Carney suspended talks and announced Canada will match them dollar-for-dollar on selected goods (steel, dairy, electronics, etc.) starting after Labour Day. Classic retaliatory tariffs, not a formal declaration of war. Context still matters.
