Secondly we don't need people looking through our windows to see what they can find coercing people for all the spare cash they have. In Latin America this is normal everywhere. Random people charging you for parking in public space, to sit down to eat at a restaurant they send in their kids to guilt you, or like this at a stop light, to be safe we have to pay them?
