Confidentiality is the easy half. A ledger nobody can read still has an operator, and that operator is exactly who can reverse a fill or disclose it selectively to a regulator. So the test for private settlement is not how opaque the state is, but the exit: when the operator stops responding, can a user move the reserve out with an on-chain proof alone?
