Learning basic English is a requirement to become legalized .... this tells me they are illegals. I would call ICE and let them straighten out their immigration status. Westerners may not be aware of this but there are some schools in Japan that have an assignment where Japanese children have to go up to strangers & start up a conversation in English. There is a major problem with this Most Japanese adults cannot speak English so Japanese children end up going to foreigners to speak English. I don't think I need to explain why that is dangerous.
