They entered apartment complex only to put the stickers. They did not interact with anyone. One person speaking on phone claimed to be from BBMP Tax named Murali. No Id card or order with the person with stickers. He could not read what was written in the sticker too.

"Every 10 years, we have a census in our country, in which every single person living in India is recorded and their details are taken down. In that, for the last 70 years, we have always asked the religion of the head of the household. We have always asked language. We have always asked caste category, SC, ST or others.
