Every time I hear this it makes me think of a Japanese version of this song.

Singer's name is Abe Asami, she also sang other Capcom's songs like Mega Man X Command Mission theme and the Tatsunoko VS Capcom opening. Sadly she retired around the early 2010's.

When Rolls theme first kicked in it was HYPE. A lot of this first time reveals in an arcade setting where so amazing...when a new SNK or Capcom game came out they were so creative and filled with surprises. Not like now. And a reaction video really can't love up to those days.
