This looks like an exit plan to help Sonam Wangchuk save face, so he can say, "Everyone requested me, so I decided to end my hunger strike." I believe the real reason is that Sonam himself wants to end the hunger strike because, in my view, the protest failed to generate the attention and momentum he was hoping for.
