Any act of "development" is just part of a scam. They need "security" which is comparable to the 17th century Britain where one's importance was measured by how many horses drew his carriage or the US where a memsahib's position was clearly shown by how many black slaves accompanied her. Thus "security" is just another way of showing off how much you cost the Taxpayers. It has no relation to the actual threat. If you've observed the VIPs would be down in the street with their boss in an open car but nobody even looking up to the surrounding houses; trees and hills.
