Kerala as a state is the cleanest. It's not like the government focusing on particular city corporation and spend their entire energy keeping it clean to get "cleanest city" tag while remaining districts are same dehati sh1t

That’s true. My family and in-laws went to Kerala and TN for holidays earlier this year. They said Kerala was much cleaner and roads were v good uniformly. Much worse as soon as they crossed into TN- both road quality & cleanliness.

No doubt, been to South Indian states & I can say that people there have at least some sort of civic sense
