Is this not a bit more than just Minerals? Hasn't False Colonial Borders helped created this situation? And how is this tied to the Rwandan Genocide of the 1990's? This East Congo region to my understanding has the same ethnic makeup as those across the border in Rwanda.

'THE KING LEOPOLD OF 2024 IS PAUL KAGAME' Rwanda is under scrutiny for supporting M23 rebels in the eastern Democratic Republic of the Congo (DRC) amidst M23 reportedly entering Goma city, forcing hundreds of thousands to flee. A June 2024 UN experts' report revealed that the central African state had dispatched as many as 4,000 troops to reinforce M23 insurgents and provided advanced weaponry and logistical assistance. Since the breakdown of peace talks between Rwandan and Congolese leaders in mid-December 2024, M23 has surged forward, seizing vast areas of mineral-rich land and claiming control of Goma, the capital of North Kivu province. Kambale Musavuli, a guest on our ‘Pan-African Attitude’ podcast in April 2024, drew a striking parallel between Rwandan President Paul Kagame and Belgian King Leopold II, notorious for his brutal exploitation of Congo, which he colonised from 1885 to 1908 as the ‘Congo Free State.’ Kambale, a Congolese native and an analyst with the Center for Research on Congo-Kinshasa, explains that Rwanda serves as a crucial conduit for Congo's mineral wealth, a reality Kagame has acknowledged. Just as Leopold mercilessly extracted rubber from Congo over a century ago to fuel the United States' burgeoning automotive industry, Musavuli contends that Kagame permits the West and its allies to smuggle Congolese minerals essential for electric vehicles (EVs) to facilitate the West's clean energy shift. Approximately 6 million Congolese had been k*lled between 1998 and 2010 and over 7 million have been displaced in the country's three-decade resource war, which also features horrific s*xual and human rights abuses.

Diplomatic Checkmate Against the Kigali Regime. (Full video of Michael Waltz's intervention). Very harsh statements from the United States Ambassador to the UN, Mike Waltz, against the Kigali regime, during the emergency meeting of the United Nations Security Council on the situation in the Democratic Republic of Congo (DRC). In his speech, he firmly condemns Rwanda for its direct support to the M23, explicitly states that Rwandan troops (Rwandan Defence Forces, RDF) are deployed alongside the M23 rebels in eastern Congo (notably in Uvira, South Kivu), and describes this as deliberate sabotage of the peace agreements recently signed in Washington. He mentions recent field evidence, including the use of surface-to-air missiles by Rwandan forces and strategic involvement in planning offensives. Waltz states that the United States will use “all tools at its disposal” to hold Rwanda accountable and demands an immediate withdrawal of Rwandan troops from Congolese territory. INTERNATIONAL COMMUNITY TO BLAME FOR M23, RWANDA Asked whether Kinshasa now regrets demanding the (still incomplete) withdrawal of the UN peacekeeping mission in the country (MONUSCO) - in light of the advances being made by Rwanda-backed M23 rebels in eastern Congo - DRC’s foreign minister Therese Kayikwamba Wagner responded by saying that areas no longer under UN jurisdiction have seen greater stability than MONUSCO-administered areas. If she is right, what was one of the UN's biggest and best funded ($1 billion annually) missions really about? She accuses the international community of complicity in destabilising the DRC. M23 would not be able to wage war so successfully if not for Kigali’s backing, and Rwanda itself would likely not possess the capacity to back the M23 without international support. Despite issuing condemnation, the West - in particular, the US, UK and France - have refrained from taking concrete measures against Rwandan president, Paul Kagame. Rwanda is heavily reliant on external funding. According to the World Bank, Kigali received $1.25 billion in official development assistance in 2021 - equivalent to 74% of central government spending. The EU in 2022 announced it would fund a Rwandan military campaign in Mozambique at $20 million. In 2024, Paris announced $400 million in funding for health, the environment and education. The UK also agreed a deal with Rwanda to host deported migrants worth $310 million in 2022. All these initiatives have been undertaken with the full knowledge of Rwanda’s involvement in DRC’s destabilisation. Might economic interests be a consideration, especially considering how crucial Congolese minerals such as cobalt and gold are to global markets, and the role Kigali plays in acquiring them from the DRC?
