It is long past time to forcibly rehabilitate the derelict among us. I speak from experience that those who are truly just down on their luck are helped and stood back on their feet already. You don't see them in alleys, on sidewalks or at intersections begging. The ones polluting our streets are the derelict addicts and nutjobs who don't want to improve that need to be forcibly rehabilitated. And the people who profit off of the "homeless industrial complex" need jailing.
