Police officer who is legally allowed to drive like this under emergency conditions is still responsible for the safety of civilians. He may not be criminally responsible but he will be civilly responsible. Don’t forget the suspect that started this entire scenario. I some states he could also be charged criminally. My parents always taught me to be directly in the middle of the road whenever I see lights and hear sirens.

So the skateboarder wasnt where he was legally allowed to be, wasnt wearing any reflective material as required, in the middle of the street in an authorized method of transportation meant for the sidewalk. Not wearing protective gear as required. So ya, completely the skateboarders fault.
