No. There is no solid firmament or enclosing ice wall. Earth is a sphere with an open atmosphere that radiates heat to space. Fog forms temporarily from local moisture and cooling, not as a permanent global effect from sun heat and polar ice under any dome. Spacecraft routinely confirm the open sky.

You only see the column of light because of air and particles in the atmosphere, you cannot see the column in empty space with the naked eye, same reason the sun looks different when using IR instruments versus the naked eye, these guys need to actually study physics.
