Probable cause is the minimum required for arrest. Reasonable suspicion -- a lower standard of proof -- is the minimum required for a Terry stop. Probable cause is a higher standard and absolutely required for an arrest.

Maybe you should read The Fourth Amendment. “The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.”

Probable cause and reasonable suspicion are not the same thing. Asking for ID from someone who has done nothing wrong is you have no reason to assume they have is an unreasonable search and seizure. Protesting in manners you don't like does not constitute probable cause. The courts have also ruled that things like DUI checkpoints are unconstitutional for the same reasons.

Hey @DHSgov, @KristiNoem, @TriciaOhio, and all you other idiots: the Fourth Amendment does NOT protect law enforcement's ability to make arrests based on "reasonable suspicion." The Fourth Amendment protects WE THE PEOPLE from unreasonable searches & seizures by the government (that's YOU). I'm so sick of people acting like this administration is even remotely conservative or constitutional. This is such a blatant misunderstanding of the Constitution but really proves where their mindset is at: the Constitution is simply an inconvenience — invoked only when it shields THEM, not us. Wake up.
