Last year, as floods swept through Central Texas, Rescue Swimmer Scott Ruskan and his Coast Guard aircrew answered the call of duty without hesitation—saving 165 lives during his first rescue mission. The extraordinary bravery and selfless service displayed by Ruskan embody best of what it means to be an American. There is no one more deserving of the Legion of Merit. Thank you to him and all of our heroic U.S. Coast Guard personnel for your heroic service to our nation.
